ON IMPROVEMENT OF NATURAL DISASTER WARNING SYSTEM

A new model of naturel disaster warning system composed by four subsystems was put forward. 1, Detection subsystem including monitoring section, assessing section and prediction section. 2, Management subsystem including interpret section, decision making section and modifying section. 3, Response subsystem including response channels , individual response and public response. 4, Feedback subsystem including real-time data section, comparing section and feedback section. For each subsystems some special improvements were put forward. 1, The application of Hi-tech. incuding satellite, radar, GIS ( Geological Information System) and database etc. will make the real-time detective subsystem become true. 2, The special training programs should be developed to give people different level education. That will be very important not only for management subsystem but also for response system. 3, The feedback subsystem should become an essencial part of the warning system. And it also should be equipped with Hi-tech methods. 4, International communication and cooperation should be improved in order to set up global natural disaster warning system. Both successful experiences and failure lessons of different countries on warning system were exampled. .
